Construction Management Administration and Coordination for the Route 9A Promenade South Project

Owner: New York State Department of Transportation
Location: New York, NY
Construction Cost: $70 million

HAKS provided construction management services for this project, which has provided a landscaped promenade along the southern portion of Route 9A between West Thames Street and Battery Place.  The completed Promenade has increased green space and provided safer and easier pedestrian access to locations in Lower Manhattan, such as nearby parks (e.g., Battery Park, Robert F. Wagner Park) and neighborhood historical and cultural landmarks (e.g., Castle Clinton National Monument, Museum of Jewish Heritage).

Work was conducted in stages as follows:

Stage 1:

  • Constructed temporary bikeway/walkway between Albany Street and Battery Place
  • Constructed temporary southbound roadway from West Thames Street to Battery Place
  • Installed new water and gas mains in Battery Place
  • Restored interior of northbound Battery Park Underpass

Stage 2:

  • Installed new roadway along the southbound side of Route 9A
  • Extended Battery Park Underpass roof and reconstruct portal entrances
  • Installed Route 9A U-turn at Battery Place
  • Replaced asphalt, curbs and lighting along northbound Battery Park Underpass
  • Erected stone facade along the approach to the Battery Park Underpass
  • Constructed pedestrian plaza on west side of Battery Pl. between Washington St. and Route 9A

Stage 3:

  • Constructed raised medians along the Battery Park Underpass approach
  • Installed new roadway along Battery Place at the intersection with Route 9A
  • Replaced asphalt, curbs and lighting along southbound Battery Park Underpass
  • Installed traffic and pedestrian signals at intersections along Route 9A

Stage 4:

  • Constructed new Route 9A Bikeway, Walkway between Battery Pl. and West Thames St.
  • Reconstructed western portion of Little West Street between Battery Pl. and First Pl.

Stage 5:

  • Reconstructed pedestrian islands at the Brooklyn Battery Tunnel entrance
  • Installed new roadway and sidewalks along northbound Route 9A between Battery Place and the Brooklyn Battery Tunnel
  • Installed trees and other landscaping along southbound Route 9A and east and westbound Battery Place
  • Installed new curbs along the east side of Battery Place between Little West St. and Washington St.

Material Testing work was also included and provided for:

  • Supervising concrete precast plant inspection at the Stonecasts plant in Fort Edward, NY
  • Providing quality assurance for the fabrication of composite sections of two barrier concrete walls and other precast items

Minimizing Construction Impacts: New York State Department of Transportation (NYSDOT) has made environmental performance commitments to the community, which included provisions in the contract for air monitoring, use of ultra low-sulfur fuel and the limitation of noise intensive construction operations to hours of the day that are acceptable of the community.

As a part of NYSDOT's commitment to the community, monthly public meetings were held to inform community representatives of construction progress and to address related issues and concerns.  Partnering meetings were also held on a bi-weekly basis with other agencies (such as the New York City Department of Transportation and the Metropolitan Transit Authority) to assure smooth construction coordination and to minimize adverse impacts to the movement of vehicular and pedestrian traffic.
