Engineering Inspection Services for Replacement of Water Mains and Installing New Sanitary and Storm Sewers and Resurfacing the Roadway on Quintard Street

Owner: NYC Department of Design and Construction
Location: Staten Island, NY
Construction Cost: $10 million

HAKS provided construction supervision services for this project.  This project involved the installation of storm & sanitary sewers within existing wetlands close to Father Capadano Blvd. in the South Beach area.

A special DEC permit was required by the DDC to allow the contractor to work under DEC rules.  The contractor had to install a silt fence and hay bales between the construction area and the wetlands.  Some dewatering was involved and the ground water was released again only after construction was performed.  After backfilling trenches, a man-made wetland 2' deep trench was excavated to collect water and to re-establish the wetland environment and return the land to its natural environmental state as specified in the permit.  Numerous meetings and discussions with DEC representatives took place to satisfy their needs throughout the duration of the project.

The scope of the construction work included:

  • Installing reinforced concrete storm sewers and box culverts in sizes from 11.0' x 6.0' to 6.0' x 4.0' and 60", 42", 36", 30" and 24" R.C.P. encased in concrete
  • Installation of storm sewer chambers, manholes, catch basins, R.C.P., D.I.P., and vitrified clay sanitary sewers in sizes from 36" to 6"
  • Installation of 6" and 8" D.I.P. water mains and new hydrants; paving streets with concrete base course and asphalt wearing surface
  • Relocating and planting trees and corrective tree pruning
  • Surveying, monitoring and controlling rodents and insects

In addition, HAKS provided various other services including test pits, excavation, sheeting, backfill with select fill and/or existing materials, temporary pavement and gas cost sharing; curb, sidewalk, and TV inspections, mobilization; installation of street lights and fire alarms; removal and disposal of abandoned utilities; and maintenance and protection of traffic.
