2001-2002 Biennial and Interim Bridge Inspection

Location: Manhattan, NY
Construction Cost: $5 million
HAKS was retained by The New York State Department of Transportation to perform the 2001/2002 Biennial and Interim Inspections for bridges located in the Borough of Manhattan. This project consisted of evaluating 199 bridges (2,690 spans) which included major crossings and local overpasses.
The scope of work included:
- Coordinating all activities with the client, subconsultants, other government agencies and quasi-government agencies (i.e., the Port Authority of NY & NJ, Amtrak, Metro North Railroad, the Metropolitan Transportation Authority and Transcom).
- Scheduling bridge inspection activities in conformance with lane closure permits and New York State Department of Transportation protocols, special equipment availability and ongoing construction
- Inspecting 199 bridges (2,690 spans) over a two-year period.
- Generating inspection reports including technical, photographic and inventory documentation and associated flags as needed.
- Performing quality control reviews of all documents and quality assurance of field inspections along with project safety monitoring asper approved health and safety program.
- Weekly and monthly tracking of work progress, equipment utilization and hour usage to ensure the successful completion of the project (on time - within budget).
As part of this contract we inspected the Broadway Bridge which carries the New York City Transit IRT subway tracks over the Harlem River. This bridge is the upper structure of a three-span trussed structure with a center lift span. It carries only New York City Transit IRT subway lines 1 & 9.The structure's lower level, which carries Broadway, was inspected separately. Primary members on this structure include: longitudinal stringers under the IRT tracks, transverse floor beams and their connections to the trusses (which are non-redundant and require 100% hands-on inspection), the two towers, counterweights, and cables together with their anchoring systems.
In addition, HAKS:
- Issued structural and safety flags, identified problem bridges requiring remedial action.
- Prepared inspection reports using New York State Department of Transportation BIPPI software, laptop computer, digital cameras, scanners and printers; trained personnel for future bridge inspection projects.
- Provided the most efficient inspection procedure while continuously monitoring work and operating procedures.
- Maintained liaison and coordinated reporting with other owners of Manhattan bridges including New York City Department of Transportation, Amtrak, Conrail and NYC Transit.
