Professional Construction Management Services for Downtown PATH Station Restoration and Other Projects on an As-Needed Basis

HAKS provided Construction Management/Inspection Services as a subconsultant, for the complete restoration of the F, H, L, G and E Subway Tunnels and PATH's Exchange Place Station. This work grew our of the events of September 11, 2001. The Port Authority of New York and New Jersey had previously planned to address deterioration of the station and tunnels, but following the destruction and facility closures that 9/11 brought, the Authority increased the scope of proposed work and undertook a complete restoration. Tunnels were extended and the station lengthened. Boring and drill-and-blast tunneling were employed. New track, signal, lighting, power and communication lines were installed. Work extended to the nearby Journal Square and Pavonia Stations. Our activities covered inspections of deep excavations and foundations, slurry wall construction and 2-story hydraulic life elevator installation.
Construction Management:
HAKS created a team environment and workplace where information was easily and freely communicated among all project members. Our responsibilities included the pre-construction site investigation, preliminary estimate analysis, and review of the contract drawings, specifications, scope and summary milestone schedules. We established the project filing system, documented project safety criteria, and developed control procedures following PANYNJ guidelines. We organized the project document control system to allow timely processing of delay claims, change orders, insurance and safety issues, contractor invoicing and more. We managed the procurement process from the start of the project, overseeing timely arrangements by the contractor and subs for long-lead and specialty items. We managed shop drawing reviews and submittals to ensure timely approvals and material deliveries. The Quality Assurance Program was established and approved.
Construction Inspection:
Work included overseeing removal and replacement of communication and power lines in tunnels in or near the station. Work was checked for compliance with project specifications and drawings, and with OSHA regulations. We prepared daily reports, monitored subcontractor progress, verified change orders, and took progress photos.
Environmental/Mechanical Services:
Duties included analyzing sewage collection and water supply distribution, pollution control and control devices. We implemented procedures to mitigate combustion, emissions, smog, acid rain and particulate air pollutants common in the New York City subway system.
Fire Protection Engineering Services:
Our Fire Protection Engineer planned and ensured contractor compliance with fire safety guidelines, verified that materials used complied with appropriate regulations, documented proper installation of fire detection and communication systems, emergency evacuation plans, signaling and occupant notification procedures. We supervised standpipe, hose, water supply, and smoke control system installations, and inspected entrance/egress-route construction and delineation.
CPM Scheduling Services:
We coordinated with project management in developing a summary level project schedule, where project tasks were divided to form an organized Work Breakdown Structure. These tasks, with their durations and costs, constituted the schedule created and updated by Primavera Project Planner (P3). The critical path was identified, work progress tracked, monthly completion percentages computed, changes identified along with their effects on costs and time. We periodically analyzed the schedule, verified invoices, and performed miscellaneous administrative work activities. We coordinated and prioritized the needs of various subcontractors, allowing numerous disciplines to enter and exit the site safely and efficiently, and balancing the sometimes diverging needs of numerous parties.
