Construction Management Services for Ulster County Transit Center

HAKS served as Construction Manager for a new Bus Storage and Maintenance Facily in Kingston, New York. The building provides indoor storage, maintenance and wash facilities for the Ulster County Area Transit (UCAT) bus fleet, and houses its administrative offices.

Construction of the $5 Million building was subject to New York's Wicks Law and was built by four prime contractors. A fifth contractor handled the $340,000 in off-site utility work.

The 25,000-square foot building was constructed on a 2.5-acre site, with an overall footprint of about 100 x 230 feet and heiht of 31.5 feet. Among the key components in the building are a hydraulic lift and pit that aid maintenance activities, and a bus washing station. The two-story administration area includes an elevator for ADA compliance. Outdoor fuel dispensing and tire changing stations are on-site, as well as an employee/visitor parking area.

HAKS provided complete construction management and administrative services for the project that covered all activities from pre-construction to construction and closeout. These services included:

  • Developing and implementing project procedures
  • Monitoring and coordinating each contractor's work
  • Documenting all work stages
  • Project planning and scheduling
  • Controlling progress payments
  • Resolving all field issues
  • Monitoring adherence to contractor's health and safety plan
  • Construction inspection
  • Shop drawing review
  • All other related activities and services necessary to control cost, time, quality and safety of the project

We also provided value engineering services during the design of the building to keep the project within the owner's construction budget. Important cost savings were developed as a result of changes we suggersted to the building's size, foundation, heating and ventilation systems, wall systemm, roof and other architectural, structural, mechanical and electrical elements. In order to achieve the desire result, we conducted VE sessions with representatives of the facility's architect/engineer, Ulster County Department of Buildings and Grounds, Ulster County Area Transit, Federal Transit Administration and New York State DOT.

Compliance with Ulster COunty's procedural requirements, as well as those of NYSDOT and the Federal Transit Administration, were critical to the success of the project.

The project was completed on time, within budget, and with the quality required by plans and specifications. Of equal importance was its exwmplary construction safety record - there were no accidents throughout the eight- month construction period.

The project was awarded the 2006 ACEC New York Gold Award for Engineering Excellence.
